More letters from R&BBC to residents
« on: July 13, 2008, 09:27:31 PM »
Attached below this text box are letters that residents have received from R&BBC.  The key points from each have been summarised below.  If you have received a letter from R&BBC that you would like to share on this site, please email it to: admin@horleymatters.org

08-07-08 Email: Key points

-   I attach a copy of a letter which is being delivered to residents of Russell's Crescent and Burton Close today which I hope addresses some of the points you raised and advises them of the extension of the consultation period.

 - I am awaiting the modelling data requested by Dr Grace from SCC colleagues and will provide this to you as soon as I receive it, hopefully today [8th July - still not received on 11th July].

-   You asked more generally about the consultation process.  I have set this out below roughly in date order (see attachment below for full details):

-   it was never the intention to exclude local residents from the debate and we are happy to extend consultation timecales and widen opportunities for discussion.

-   I await your advice on when and if you would like to meet as a group with Councillors and Officers.

08-07-08 Letter hand delivered to residents: Key Points

-   SCC and R&BBC are currently consulting on a concept scheme for proposed enhancements to Horley Town Centre.

-   Horley Town Centre is an important local centre with significant opportunities to develop as Horley expands.

-   In order to support this improvements to the streetscene are planned

-   These are concept proposals only and we are keen to have a debate locally about what the best solution is

-   We have been consulting through a number of mechanisms including a press release, displays in the Library, Help Shop and Waitrose, discussions with local retailers and meetings with stakeholder groups.

-   Given the level of interest generated the consultation period has now been extended until the end of July and we would very much welcome your comments in writing to the address above or by email to horley.regeneration@reigate-banstead.gov.uk.

-   Displays will remain up in the Help Shop until 18 July and plans are accessible on our website: www.reigate-banstead.gov.uk/horley-regeneration/.

-   If you would like to speak directly to an Officer please feel free to give me a call on 01737 276 195.

-   I apologise if you feel excluded from the consultation process as this was not our intention.  All views will be considered as part of the consultation review.

-   A Russell's Crescent representative has requested additional traffic data which we will provide shortly.

-   Officers and Councillors have also stated their willingness to meet local residents as a group.

-   We will be reviewing all the consultation outcomes during the summer and making recommendations as to possible schemes which can then be further developed for more detailed consultation.

-    We will obviously be in touch with you to let you know the outcomes of the consultation review and details on any proposals.

- Apologies for delay [in sending traffic flow data] I have just received this information from our modelling people and am checking it before I forward on to you.

 - I can confirm that a meeting at this point to discuss your issues would not preclude future discussions with yourselves and others about methodology for a trial were this to proceed.

14-07-08 Email: Key Points

I apologise again for the delay in getting this to you.  Call me if you would like to discuss.

I would make the following comments on the data:

These predicted figures are clearly estimates and a trial would give more detail on the traffic impacts.

As discussed we would agree the methodology for this with yourselves.

The figures shown are very much worst case scenario.  It is likely for instance that some vehicles that travel southbound along Victoria Road will transfer to Consort Way East. The figures do not take account of traffic rerouting, the impact of traffic calming, junction realignment and modal shift.

Some of these figures vary slightly from the original numbers I gave you. The new figures are trying to simplify the redistribution of
traffic within the town centre.
