Should Russells Crescent be turned into a cul de sac?

Early ideas for the Horley Master Plan suggested that Russells Crescent could be turned into a cul de sac (with a purpose built town by-pass built to go through the old Virgin building, exiting into Massetts Road.)  The Council appear to have dismissed this idea.  What do you think of the idea?

The
1) chicanes,
2) sleeping policemen
3) roundabout and
4) and the massive increase in traffic due to closure of Victoria Road combined with
5) the inadequate junctions
6) lack of suitable alternatives for traffic
which are all in the plans for Russells Crescent will turn it into a car park i.e a virtual cul de sac in any case!

The original plans a few years ago showed Russells Crescent as a cul de sac and a purpose built by pass (just as Consort Way was purpose built) going through the Virgin site. Clearly a more considered plan for the sustainable future of Horley.
